The inter-institutional working group for the resilience of critical entities - GLIREC

Organization and operation

in accordance with the provisions of Law no. 294/2024 regarding the resilience of critical entities, as well as for the modification of some normative acts, GLIREC is a body with a consultative role, made up of representatives of the competent sectoral authorities (ACS) and of the National Coordination Center for the Protection of Critical Infrastructures (CNCPIC), whose composition and regulation of organization and operation are regulated by Decision no. 171 of April 3, 2025 for the approval of the composition and the Regulation of organization and operation of the Interinstitutional Working Group for the resilience of critical entities.

Structure

• head of the National Coordination Center for the Protection of Critical Infrastructures, as leader of the competent authority at the national level with the organization and carrying out of the activities necessary to implement the legislation specific to the field of resilience of critical entities
• Representatives of the competent sectoral authorities established according to the Prime Minister's Decision no. 55/2025 for the approval of the list of competent sectoral authorities in the field of resilience of critical entities, designated by order of their leaders, as members of the working group
• Representatives of the National Center for Coordination of Critical Infrastructure Protection

Objection

• Providing specialist consultancy and support, upon request, in the activities carried out within the process of identifying critical entities
• Implementation and improvement of the regulatory framework specific to the field of resilience of critical entities, in particular, through the transposition of European legislation
• Implementation of working procedures for joint actions and inter-institutional information exchange

Powers

• Contribute to the improvement of ACS collaboration and cooperation in order to strengthen the resilience of critical entities
• Analyzes and formulates proposals regarding the draft normative acts developed by the National Center for Coordination of the Protection of Critical Infrastructures, in application of Law no. 294/2024
• Analyzes and formulates proposals regarding guidelines, procedures and best practices in the field
• Identifies and elaborates the specific procedures in the area of ​​responsibility
• Formulates proposals and observations regarding the provisions of the head of the National Center for Coordination of the Protection of Critical Infrastructures regarding the measures to improve the way of carrying out activities specific to the field of resilience of critical entities
