in accordance with the provisions of art. 7^1 lit. I) of O. U. G. No. 98/2010 regarding the identification, designation and protection of critical infrastructures, approved with amendments by Law no. 18/2011, as subsequently amended and supplemented, the owners/operators/administrators of national/European critical infrastructures are responsible for ensuring the authorization of ICN/ICE security liaison officers designated for each ICN of responsibility.

Liaison officers for ICN/ICE security are evaluated every 2 years and are authorized, according to art. 26, para. 1, under the conditions established by Prime Minister's decision no. 55/2019 regarding the approval of the Liaison Officer Authorization Methodology for the security of national/European critical infrastructures, through the e-learning platform within the APOLLODOR system.

Authorization process is carried out in two stages, as follows:

  • Stage I – Preauthorization: it is carried out online through a special dedicated mechanism made available by the National Center for Coordination of the Protection of Critical Infrastructures. This involves registering in the APOLODOR System, reading the topics and questions from the e-learning platform and passing a final test, after which the Preliminary Authorization will be generated in electronic format. This document cannot replace the Authorization for carrying out the activities of identification, designation and protection of national/European critical infrastructures, it being necessary for the creation of the authorization file.

  • Stage II - Interview on professional topics: to complete this stage, applicants will carry out the following activities:
  1.  The applicant submits to the CNCPIC secretariat, the application and the authorization file, which are distributed to the secretary of the authorization commission, to be registered, recording the date and registration number in the Register of authorizations (art. 16, 17, paragraph 1 of the Prime Minister's Decision no. 55/2019);

  2.  If the secretary of the authorization commission finds non-conformities in the submitted documentation, he informs about them the head of the CNCPIC, as the president of the authorization commission, and prepares the address through which the non-conformities are communicated to the applicant, within 5 days from the date of registration of the authorization request (art. 17, paragraph 2, Prime Minister's Decision no. 55/2019);

  3.  In the situation where the authorization file is complete, the secretary of the authorization commission informs the head of the CNCPIC about this and proposes the date of the interview with the person who requested the authorization (art. 20, Prime Minister's Decision no. 55/2019);

  4.  At the date and time set for the interview, the president of the authorization commission summons the members and its secretary, then proceeding to the individual interview of the applicants (art. 21, paragraph 1, Prime Minister's Decision no. 55/2019);

  5.  After holding the interview, the committee deliberates, following which the applicants will be declared "Admitted" or "Rejected", the decisions being communicated on the same day to each individual applicant (art. 21, paragraph 3, Prime Minister's Decision no. 55/2019);

  6.  Applicants declared "admitted" are issued the Authorization to carry out the activities of identification, designation and protection of the ICN/ICE, within a maximum of 10 days from the date of the interview (art. 22, paragraph 1, Prime Minister's Decision no. 55/2019);

  7.  Applicants declared "rejected" can appeal the authorization commission's decision, within 48 hours, the date of resumption of the interview not exceeding 10 days from the date of submission of the appeal (art. 22, paragraph 3, art. 23, paragraph 2 Prime Minister's Decision no. 55/2019).

The authorization file must include the following documents (art. 19, Prime Minister's Decision no. 55/2019):

  1.  authorization request, completed according to the model presented in annex no. 5 of the Prime Minister's Decision no. 55/2019;

  2.  copy of university studies diploma (according to the original);

  3.  copy of certificate of attestation of professional skills obtained following the completion of the training course for the ICN/ICE security liaison officer occupation within accredited higher education institutions, in accordance with the law (in accordance with the original);

  4.  CV;

  5.  copy of preliminary authorization issued following completion of stage I of the authorization process.

REFERENCES necessary to obtain the authorization is presented in annex no. 4 to the Prime Minister's Decision no. 55/2019, and updates to it will be posted on the official web page of the National Coordination Center for the Protection of Critical Infrastructures.
