Body
The "Transport" sector includes the subsectors "Air transport", "Rail transport", "Water transport", "Road transport" and "Public transport", which in turn group critical entities into several categories, such as:
Air transport
- Air carriers within the meaning of the definition in art. 3 point 4 of Regulation (EC) no. 300/2008 of the European Parliament and of the Council of March 11, 2008 regarding common rules in the field of civil aviation security and repealing Regulation (EC) no. 2.320/2002, which operates for commercial purposes
- Airport management bodies within the meaning of the definition in art. 4 lit. B) from Government Decision no. 455/2011 regarding airport fees, airports within the meaning of the definition in art. 4 lit. A) from that decision, including the airports within the central network listed in Annex II to Regulation (EU) 2024/1.679 of the European Parliament and of the Council of 13 June 2024 regarding Union guidelines for the development of the trans-European transport network, amending Regulations (EU) 2021/1.153 and (EU) no. 913/2010 and repealing Regulation (EU) no. 1,315/2013, as well as entities that operate auxiliary facilities within airports
- Traffic management control operators who provide air traffic control (ATC) services within the meaning of the definition in art. 2 point 1 of Regulation (EC) no. 549/2004 of the European Parliament and of the Council of 10 March 2004 establishing the framework for the creation of the single European sky (framework regulation)
Rail transport
- Infrastructure administrators within the meaning of the definition in art. 3 point 3 of Law no. 202/2016 on the integration of the Romanian railway system into the single European railway space, with subsequent amendments and additions
- railway companies within the meaning of the definition in art. 3 point 18 of Law no. 202/2016, with subsequent amendments and additions, and the operators of some service infrastructures within the meaning of the definition in art. 3 point 19 of the respective law
Transport by water
- Inland, maritime and coastal passenger and freight transport companies, as defined in the field of maritime transport in Annex I to Regulation (EC) no. 725/2004 of the European Parliament and of the Council of 31 March 2004 on strengthening the security of ships and port facilities, except for individual ships operated by the respective companies
- Port management bodies within the meaning of art. 5 of Government Ordinance no. 22/1999 regarding the administration of ports and waterways, the use of naval transport infrastructures belonging to the public domain, as well as the conduct of naval transport activities in ports and on inland waterways, republished, with subsequent amendments and additions, including their port facilities within the meaning of the definition in art. 2 point 11 of Regulation (EC) no. 725/2004, and the entities that operate works and equipment within the ports
- Maritime traffic service operators (VTS) within the meaning of the definition in art. 3 lit. T) from Government Decision no. 1.016/2010 for the establishment of the System of information and monitoring of the traffic of maritime vessels entering/leaving in/from the national navigable waters of Romania, with subsequent amendments and additions
Road transport
- Road authorities within the meaning of the definition in art. 2 point 12 of Commission Delegated Regulation (EU) 2015/962 of December 18, 2014 supplementing Directive 2010/40/EU of the European Parliament and of the Council regarding the provision at EU level of real-time traffic information services, as well as in the sense of the definition in art. 2 point 10 of Commission Delegated Regulation (EU) 2022/670 of 2 February 2022, responsible for the control of traffic management, except for public entities where traffic management or the operation of intelligent transport systems is only a non-essential part of their general activity
- Operators of intelligent transport systems in the sense of the National Strategy regarding intelligent transport systems for the period 2022-2030, approved by Government Decision no. 1.086/2022
Public transport
- Public service operators within the meaning of the definition in art. 2 lit. D) from Regulation (EC) no. 1,370/2007 of the European Parliament and of the Council of October 23, 2007 regarding public rail and road passenger transport services and repealing Regulations (EEC) no. 1.191/69 and no. 1.107/70 of the Council
in accordance with the provisions DECISION no. 55 of January 31, 2025 for the approval of the list of competent sectoral authorities in the field of resilience of critical entities , the sectoral competent authority for the "Transport" sector is Ministry of Transport and Infrastructure .
