Energy sector

The "Energy" sector includes the sub-sectors "Electricity", "Central heating and cooling systems", "Oil", "Gases" and "Hydrogen", which in turn group the entities into several categories, such as:

Electricity

• enterprises in the field of electricity that fulfill the function of "supply" within the meaning of the definition in art. 3 point 46 of the Electricity and Natural Gas Law no. 123/2012, with subsequent amendments and additions
• Distribution operators within the meaning of the definition in art. 3 point 70 of Law no. 123/2012, with subsequent amendments and additions
• Transport and system operators within the meaning of the definition in art. 3 point 71 of Law no. 123/2012, with subsequent amendments and additions
• Electricity producers within the meaning of the definition in art. 3 point 92 of Law no. 123/2012, with subsequent amendments and additions
• Electricity market operators designated within the meaning of the definition in art. 2 point 8 of Regulation (EU) 2019/943 of the European Parliament and of the Council of June 5, 2019 on the internal electricity market, respectively in art. 3 point 73 of Law no. 123/2012, with subsequent amendments and additions
• Participants in the electricity market within the meaning of the definition in art. 2 point 25 of Regulation (EU) 2019/943 of the European Parliament and of the Council of June 5, 2019, respectively in art. 3 point 79 of Law no. 123/2012, with subsequent amendments and additions, which provide aggregation, dispatchable consumption or energy storage services within the meaning of the definition in art. 3 points 6, 29 and 121 of Law no. 123/2012, with subsequent amendments and additions

Central heating and cooling systems

• Operators of centralized heating or cooling systems within the meaning of the definition in art. 2 lit. T) from Law no. 220/2008 for the establishment of the system for the promotion of energy production from renewable energy sources, republished, with subsequent amendments and additions

Oil

• Oil pipeline operators
• Operators of oil production, refining and treatment, storage and transportation facilities
• Central storage entities within the meaning of the definition in art. 2 lit. N) from Law no. 85/2018 on the establishment and maintenance of minimum reserves of crude oil and/or petroleum products, with subsequent amendments and additions

GAS

• supply companies within the meaning of the definition in art. 100 point 44 of Law no. 123/2012, with subsequent amendments and additions
• Distribution operators within the meaning of the definition in art. 100 point 63 of Law no. 123/2012, with subsequent amendments and additions
• Transport and system operators within the meaning of the definition in art. 100 point 65 of Law no. 123/2012, with subsequent amendments and additions
• Storage operators within the meaning of the definition in art. 100 point 64 of Law no. 123/2012, with subsequent amendments and additions
• LNG system operators within the meaning of the definition in art. 100 point 60 of Law no. 123/2012, with subsequent amendments and additions
• companies in the natural gas sector within the meaning of the definition in art. 100 point 67 of Law no. 123/2012, with subsequent amendments and additions
• Operators of natural gas refining and treatment facilities

Hydrogen

• Hydrogen production, storage and transport operators

in accordance with the provisions DECISION no. 55 of January 31, 2025 for the approval of the list of competent sectoral authorities in the field of resilience of critical entities , the competent sectoral authorities for the "Energy" sector are General Secretariat of the Government and Ministry of Energy .
